Question:What are the biggest compliance pain points faced by cosmetic SMEs? How does COSMED represent SMEs to voice their demands to EU regulatory authorities?

Caroline BASSONI:For cosmetic SMEs, the main challenge is not regulation itself, but the pace, complexity, and cumulative cost of constant regulatory changes. With limited legal, scientific, and financial resources, every new requirement which could means reformulations, extra testing, packaging updates, and heavier documentation are directly impacting margins and delaying launches.

How COSMED represents SMEs:

As the dedicated voice for cosmetic SMEs, COSMED represents their interests at the European level as the official cosmetic sector representative within SMEunited. COSMED advocates for:

Science-based regulation: Ensuring rules are grounded in solid scientific evidence rather than disproportionate restrictions.

Realistic transition periods: Demanding predictable frameworks and feasible timelines tailored to SME capacities.

Practical support: Translating complex EU regulations into actionable tools and technical guidance so SMEs remain compliant and competitive.

Question:What policy trends and industry initiatives has the EU rolled out regarding cosmetics sustainable development, green chemistry, microplastic restrictions, packaging recyclability and water-resource management? What practices of French enterprises are worth drawing lessons from?

Caroline BASSONI:The European Union is driving a systemic shift toward a circular, more eco-friendly beauty economy. The strategy focuses on eliminating hidden pollutants, enforcing full lifecycle accountability, and outlawing greenwashing to build consumer trust.

In a nutshell:

Eliminating Microplastics: A general ban on intentionally added synthetic polymers across all formulations.

Mandating Circular Packaging: Shift toward mandatory recyclability, reusability, and minimal packaging designs.

Safe Chemistry by Design: Prioritizing bio-based, safe ingredients while phasing out hazardous substances.

Extended Producer Responsibility: Forcing cosmetic brands to co-fund downstream water treatment and pollution cleanups.

Strict Anti-Greenwashing: Requiring robust scientific proof for all environmental claims.

Some Takeaways from French Industry

Upcycling: Turning Waste into High-Value Ingredients

Transforming agricultural, food, and plant leftovers into active cosmetic ingredients using clean, eco-friendly science.

Waterless & Refill Formats: Scaling solid cosmetics and in-store refill stations to reduce packaging waste and transport weight.

Closed-Loop Factories: Operating industrial plants that treat and reuse 100% of process water.

Certified Sourcing: Relying on strict labels and local organic farming to secure supply chains transparently.

Question:Does sustainable transition translate into higher costs for SMEs?

Caroline BASSONI:Yes, in the short term, but it often leads to cost savings and value creation in the long term.

Short-term impact: SMEs face upfront capital expenditures and operational investments for green technologies, compliance, energy-efficient equipment, and employee training.

Long-term benefits: It reduces energy and resource consumption, mitigates regulatory risks, improves access to green financing, and unlocks new market opportunities driven by sustainable demand.

How can the industry strike a balance between environmental requirements and commercial viability?

2 Key drivers are

-Supply Chain Optimization: Adopt energy-efficient manufacturing and localized sourcing to lower transportation emissions and operational costs.

-Consumer Engagement: Clearly communicate eco-initiatives to build brand loyalty, justifying potential premium price points while avoiding greenwashing.

Question:What challenges remain for French SMEs when accessing international markets including the Chinese market? What support does COSMED offer to boost the internationalization of its members?

Caroline BASSONI:Expanding internationally exposes French cosmetic SMEs to significant regulatory complexity and cost with incompatible ingredient restrictions, labeling laws, and testing protocols across countries. Furthermore, navigating registration processes often requires compiling extensive dossiers and legal documentation, a time-consuming and expensive task that severely strains small budgets. Beyond regulatory hurdles, trade barriers, high tariffs, and the necessity of finding reliable local partners create major operational bottlenecks. International relationships often take time to build and for SMEs this requires a long-term investment of time and resources which can sometimes be challenging to sustain.

COSMED provides a practical export ecosystem tailored for resource-constrained companies:

Global Regulatory Intelligence: Real-time database covering 120+ countries, country-specific webinars, practical tools and expert consultations.

Certificates of Free Sale: Online platform issuing for EU responsible persons the FSC required by 60+ countries.

Trade Support: Accompanying brands at major global trade shows.

Global B2B Networking through a digital directory: Free access to international distributors, suppliers, and regulatory partners via the Cosmed Global Directory https://www.cosmed-cosmetics-directory.com/en. Live mid October.

Question:What experiences and recommendations can you offer to foster the development of cosmetic SMEs?

Caroline BASSONI:I would recommend brands join a representative cosmetic association to be aware of the latest information, understand the type of support they may get and have access to dedicated tools and network within the cosmetic community.

Here below are some initiatives we have implemented at COSMED that could be of inspiration.

-Proposing collective export delegations to SMEs by organizing trade missions and help facilitate connection.

-Another concrete local support mechanism is mutualizing efforts. A great illustration of an initiative that is working very well at COSMED is a local French "purchasing group". It helps companies reduce costs by pooling orders with a pool of suppliers to secure volume discounts on raw materials, packaging, energy, and services. It also optimizes resources via a platform to buy and sell surplus inventory.

-Finally, on the regulatory side, offering support with concrete practical tools on how to interpret and implement regulation is essential.

Question:This is your first-time attendance at CAME, and you get to engage closely with numerous Chinese cosmetic and raw-material enterprises. What is your direct impression of the conference's overall atmosphere and agenda design? As COSMED has long advocated for European SMEs, what do you believe is the most practical entry point for CAFFCI going forward, in serving Chinese SMEs and advancing compliance-resource sharing as well as overseas cooperation between SMEs from both sides?

Caroline BASSONI:As a first-time attendee, CAME was a fantastic experience, the sheer energy in the room and the opportunity to engage directly with local Chinese enterprises made for an incredibly engaging dynamic.

What stood out most was how these companies are bridging heritage and modern science. They aren't just relying on traditional Chinese medicine and local botanicals; they are backing these ingredients with high-level scientific validation to gain international trust. At the same time, their strong focus on cutting-edge biotech breakthroughs and sustainable practices shows a fast-moving industry that is deeply invested in innovation. Connecting directly with these teams made it clear that "China Beauty" is building a distinct cultural and scientific identity aimed at leaving a lasting mark on the global market.

Thanks again to CAFFCI for inviting me to contribute to this event!

The key, I would say, is to play collectively together we are stronger.

To start, a valuable action can consist in conducting a survey among SMEs to better understand their challenges, needs, and expectations, and thus map out the most effective action plan.

Creating a dedicated working group for SMEs can be as well a good idea.

Between international organizations, I believe the key is to share information on regulatory developments and practical implementation challenges, while hosting joint actions and events to directly support SMEs.

Additionally, promoting proportionate requirements for SMEs and encouraging regulatory cooperation and convergence where possible is essential to align efforts.
