“For centuries, the fragrance and flavor of osmanthus have been part of Chinese culinary traditions, from teas and pastries to festive foods. Just as osmanthus has been passed from one generation to the next, so too has the knowledge and craftsmanship that underpin our industry.”
“Innovation is therefore not about replacing tradition. It is about building upon tradition.”
“Through exchange, cooperation, and mutual learning, flavors transcend borders while remaining connected to their origins.”
“Heritage provides our foundation. Innovation creates new opportunities. Beyond inspires us to continue advancing together.”
Question:We can see that the Asia-Pacific region has become the world's largest flavour and fragrance market as well as the fastest-growing one. The Chinese market accounts for approximately 12.5% of the global total, maintaining a growth rate higher than the global average. What is your view on the ongoing eastward shift of the global flavour and fragrance industry? What targeted industry support measures will IOFI launch in response to the industrial characteristics and consumer demands of the Chinese market?
Sven Ballschmiede:The continued eastward shift of the flavour and fragrance industry reflects the growing importance of Asia-Pacific, and particularly China, in shaping the future of our sector. China is no longer only a major growth market. It is increasingly a source of innovation, scientific expertise, manufacturing excellence, and valuable consumer insights. During CAME in Nanjing, I was once again impressed by the dynamism and international outlook of China's flavour and fragrance industry.
Rather than viewing this as a shift from one center of gravity to another, I see it as the emergence of a more interconnected global industry, where China is playing an increasingly important leadership role. International collaboration, scientific exchange, and regulatory dialogue will therefore become even more important in the years ahead.
To support the Chinese market, IOFI will continue to focus on three priorities.
First, strengthening scientific and regulatory cooperation with CAFFCI and Chinese stakeholders to support flavour safety, science-based regulation, and international knowledge exchange.
Second, supporting sustainability efforts. At this year's CAME, IOFI shared practical tools and methodologies to help companies improve carbon-footprint reporting and meet evolving sustainability expectations.
Third, fostering innovation and talent development. Chinese consumers are increasingly seeking products that combine authentic taste experiences, health and wellness, sustainability, and cultural relevance. IOFI will continue to facilitate the exchange of global expertise and support initiatives that help develop the next generation of flavour scientists, flavorists, and regulatory professionals.
China is already making an important contribution to the global flavour industry, and IOFI looks forward to deepening its partnership with CAFFCI to support innovation, sustainability, and science-based growth in the years ahead.
Question:At this conference, IOFI shared multiple cutting-edge directions for flavour innovation, while pointing out the industry's dilemma of balancing "encouraging innovation" and "ensuring safety-oriented regulation". According to IOFI, what kind of public-private collaboration mechanisms should be established between regulators and industry stakeholders worldwide, so as to safeguard the safety baseline of flavour products without over-regulation hampering the roll-out and popularisation of these innovative technologies?
Sven Ballschmiede:Innovation and safety are not opposites; in our industry, safety is the precondition for innovation. Flavorings are used at very low levels and have been assessed for decades through well-established, science-based methodologies. The real risk is not too little regulation, but regulation that is disproportionate, not pragmatic or establishing different standards in national markets.
Three aspects are key in that respect: The first is early and structured dialogue: regulators and industry should be able to discuss new technologies (biotechnology and precision fermentation, new flavoring sources, new analytical and assessment methods, AI incorporation). The second is a shared scientific reference point, Codex Alimentarius and the JECFA evaluations exist precisely so that each country does not have to reinvent the assessment of the same substance; building national frameworks on that common basis protects consumers and speeds up access to innovation at the same time. The third is proportionality: requirements should match the actual level of risk, which for most flavoring substances is very low at their conditions of use.
Our industry is committed to take its own responsibilities. The IOFI Code of Practice is a commitment by our members to apply high standards of safety and good manufacturing practice everywhere they operate, including where regulation is still developing. Trust is what gives regulators the confidence to let innovation move forward.
Q3|Scope 3
Question:IOFI's Scope 3 emission factor database, developed over three years, has been officially launched with prototype data for around 150 flavour ingredients. It serves as a vital foundational tool for carbon accounting across the flavour and fragrance sector. Could you explain to Chinese enterprises, especially numerous small- and medium-sized flavour and fragrance companies, the core practical value of this database? What is the exact procedure for companies to access this database through official channels?
Sven Ballschmiede:For flavor companies, the largest share of their carbon footprint sits in Scope 3, and above all in the raw materials they purchase. Yet calculating emissions for hundreds of ingredients, each with its own supply chain, is beyond the means of most small and medium-sized companies. That is exactly the gap the repository fills.
Its core value is threefold. It provides credible, generic emission factors for around 150 commonly used natural and synthetic flavoring ingredients and other ingredients like carriers and solvents. It was developed over three years by IOFI member companies with the sustainability consultancy Quantis and refined through a public consultation. It gives the whole sector a consistent basis for calculation, so that when a customer asks for carbon data, suppliers of different sizes can respond on a comparable footing. And it helps companies identify where their emission hotspots are, so they can focus reduction efforts and, over time, replace generic values with their own primary data. It is a starting point, not the end of the journey - but for an SME it is often the step that makes Scope 3 accounting possible at all.
Access is straightforward. The repository is available on the IOFI website under Resources > Scope 3 Emission Factors Repository, where companies submit a short online request form. Currently access is free of charge and open to all companies, IOFI members or not, on fair, reasonable and non-discriminatory terms. We also invite every user to review and challenge the data and report back to IOFI, because the repository improves with use.
Question:Regions around the globe are rolling out their own Product Carbon Footprint (PCF) standards. Some industry insiders anticipate a scenario where China, the EU and the US each implement separate regional standards. As the global authoritative body for the flavour and fragrance industry, how will IOFI promote the alignment of PCF standards across regions and deliver unified, referential general guidance for carbon accounting in cross-border operations of flavour and fragrance enterprises?
Sven Ballschmiede:IOFI is not a standard-setter for carbon accounting, and it should not try to become one. What we can do is promote a flavor industry that builds on the same internationally recognized foundations wherever it operates, and follows the direction already set by the wider supply chain.
It is encouraging that China, the EU and the United States are all investing in product carbon footprints; it shows how seriously climate action in supply chains is now taken. The opportunity is to make these frameworks work together. Regional standards can rightly reflect local priorities, and when they share a compatible core methodology and data requirements, one robust calculation can serve several markets. That keeps carbon accounting within reach of smaller companies and lets everyone focus their effort on reducing emissions rather than on reporting them. Interoperability is therefore the message we carry into these discussions.
Question:Chinese consumers are now highly proactive in learning about detailed ingredients when purchasing health-related flavour-containing products, which sets them apart from consumers in many other global markets. Drawing on IOFI's observations of global flavour trends, what core priorities should Chinese flavour and fragrance enterprises grasp when meeting such local consumer needs while complying with global safety and sustainability requirements?
Sven Ballschmiede:I see three key priorities.
First, transparency and trust. Chinese consumers are highly engaged and increasingly want to understand what is in the products they buy. Companies that communicate clearly and support their products with sound science will be best positioned to build long-term consumer confidence.
Second, innovation that responds to local needs. Chinese consumers are looking for great taste, health and wellness, authenticity, and increasingly sustainability. Successful companies will be those that can translate these preferences into innovative flavour solutions.
Third, sustainability. Around the world, expectations are growing regarding responsible sourcing, environmental performance, and carbon transparency. Chinese companies that integrate these considerations early will strengthen both their domestic and international competitiveness.
Ultimately, I believe these priorities are mutually reinforcing. Consumers want products they can trust, and trust is built through science-based safety, transparency, innovation, and sustainability. Those principles are increasingly universal, whether in China or elsewhere in the world.
Question:You have attended CAME on multiple occasions. As a representative of the international flavour organisation, what changes have you witnessed in the role played by the Chinese market amid the eastward shift of the global flavour and fragrance industry? What do you consider the most valuable exchanges at this conference? What key cooperation plans do IOFI and CAFFCI have for the next phase regarding Chinese industry support, promotion of carbon-accounting tools and consumer education?
Sven Ballschmiede:The most visible change is that China is no longer only the fastest-growing market or a major source of raw materials; it is becoming a source of innovation and a contributor to the global conversation on safety and sustainability. Chinese companies increasingly operate internationally, invest in science and engage with international standards as participants rather than recipients. CAFFCI's growth as a technical counterpart has been central to that.
What I value most at CAME, and this year in Nanjing was no exception, is the opportunity to discuss openly with Chinese companies, regulators and researchers the questions we all face - how to support innovation while maintaining safety, and how to make sustainability measurable - and to see how much common ground there is.
For the next phase, as a member of IOFI, CAFFCI is naturally our first partner in China, and we see four areas where we want to work together. On regulatory harmonization and market access: IOFI and CAFFCI can work together to strengthen dialogue with Chinese and international authorities, promoting science-based regulation, sharing global best practices, and supporting the successful development and market access of flavour products in China and beyond. On industry support: joint training on the IOFI Code of Practice and on international developments at Codex and JECFA, with Chinese-language material. On carbon accounting: dedicated sessions to introduce the Scope 3 Emission Factors Repository to Chinese companies, especially SMEs, and to collect their feedback so the data increasingly reflects Chinese supply chains. On education: science-based communication on what flavorings are, how their safety is ensured and the role they play in healthier products, building on work IOFI and its members already do in other regions. Taken together, these would give our cooperation a concrete work programme rather than an occasional exchange.
