01 开场:他带着全球香料香精行业的最新数据,来到南京
2026年9月17~19日,中国(国际)香料香精化妆品行业年会暨精品博览会(CAME)在南京举行。国际日用香料协会(IFRA)主席亚历山大·莫尔博士(Alexander Mohr, PhD)受邀出席,在两场论坛连续发表深度演讲:9月17日在“香料香精高层论坛”上解读《全球日用香料香精市场:冲击与发展趋势》,9月18日在可持续发展(ESG) 论坛上展望《可持续发展趋势——新篇章》。
Alexander Mohr博士常驻布鲁塞尔多年,2016至2024年担任欧洲香料工业协会(EFFA)执行董事,此前曾任欧洲钢制包装生产商协会秘书长;更早则从事政治咨询与智库工作,并曾在巴黎政治学院讲授国际关系。他拥有蒂宾根大学法学学位与巴黎外交与战略研究中心(CEDS)国际关系博士学位。
02 演讲回顾①:六组数字与一项诉求——全球日用香料香精市场的“冲击与趋势”
在第二十届香料香精高层论坛上,Mohr博士用“六组数字、一套标准、一项诉求”,勾勒出全球日用香料香精市场的最新全景。以下数据来源于IFRA《The Value of Fragrance – Global analysis 2025》全球分析(初步数据)。
第一组数字:日用香料香精行业规模。2025年全球日用香料香精销售额约为296亿美元(包括了部分芳香制品和化妆品原料等),自2014年以来增长84%。
第二组数字:加香产品的贸易出口。2025年全球加香日用消费品出口额达745亿美元,较十年前大幅增长,创下历史新高。
第三组数字:天然香料。香料出口总价值中天然香料占比达53%——自2024年起,天然香料出口占比已超过合成香料。
第四组数字:市场结构。前十家日用香料香精头部企业销售额占比约55%,近一半市场由中小型本土及区域企业供给——这是一个“高度集中又高度开放”的市场。
第五组数字:就业。全球日用香料香精行业带动就业86万个岗位(直接从业人员6.8万、上下游产业从业人员79.2万);亚太直接就业岗位26611个,为全球第一大就业区域。
在这些数字背后,是他特别强调的合作脉络:2024年12月,IFRA与CAFFCI在北京联合举办国际日用香料安全研讨会,议题覆盖RIFM(国际香料材料研究所)总暴露量模型与天然复合物质;2025年,双方签署谅解备忘录(MOU)正式确立合作关系,多家中国企业签署《IFRA-IOFI可持续发展章程》(注:目前共有12家中国企业签署该章程);全球标准更新上,IFRA标准第51修订版已于2025年10月30日全面落地,第52修订版公众征询于2025年12月12日启动、2026年8月结束。
关于全球监管格局, Mohr博士给出了清晰的三条判断原则:IFRA标准追求协调统一(一套标准配方即可满足全球多地法规)、基于科学(以安全评估与充分证据链为基础)、风险导向(基于真实使用场景与暴露水平评估,而非单纯依据物质危害性)。他也直面四大挑战:法规碎片化抬升成本、欧盟危害导向分类限制物质、欧盟REACH/美国MoCRA/中国要求方向各异、合规成本对中小企业冲击最大。
对中国企业而言,最值得关注的是中国相关监管部门发出的积极信号:国家药监局2025年11月17日释放政策方向——允许同品牌相似配方产品共用安全档案、推进安全评估与风险监测领域监管科学研究、深化国际合作推动国内标准与国际接轨;GB/T 22731-2022国家标准已收录至第49修订版IFRA标准(编者按:应该是收录至第50次修订的标准),IFRA标准符合性证书可作为化妆品安全评估指南中的安全使用证明材料。
演讲结尾,他总结为“三大趋势、一项诉求”:需求持续增长、亚太引领市场;科学与消费需求重塑供应链;法规碎片化仍是挑战。而唯一诉求是——将IFRA标准认可为行业共同的科学基准,延续IFRA与CAFFCI已开展的合作,持续共建。
03 演讲回顾②:可持续的新篇章——生物经济如何重塑香精行业
在2026中国香妆行业可持续发展(ESG)论坛上,Mohr博士把话题从“市场与监管”推向“可持续的下一个章节”——生物经济。他给出的判断是:生物经济是可持续发展的核心组成部分,兼顾环境愿景与经济现实;而香料香精行业正处于这场转型的前沿。
所谓生物经济,是对生物资源开展生产、利用与保护,融合相关知识、科学、技术与创新,为全部经济领域提供可持续的产品、工艺与服务。它包含三大板块:第一产业(农业、林业、渔业与水产养殖)、生物基产业(生物化学品、生物基材料、生物能源、生物制药)与赋能科学技术(生物技术、基因组学、工业发酵)。
他引用IFRA 2025年调研内容(覆盖9家香精企业,含跨国巨头与中小企业)并指出:香料香精行业正稳步摆脱化石碳原料,天然原料与生物质基原料已形成成熟应用且预期持续增长,回收碳、碳捕获与利用(CCU)目前占比较低、未来有望提升。全球范围内,2020至2024年间,美国、中国、巴西、哥伦比亚、东非部分地区与欧盟密集出台生物经济专项战略。
以欧盟为例,其生物经济战略与即将推出的《生物技术法案II》围绕四大支柱展开:扩大创新规模、培育先导市场(个人护理与家居护理正被讨论为先导市场)、保障生物质供给、把握全球机遇(2026年10月爱尔兰将举办全球生物经济峰会)。IFRA对欧盟的立场尤为鲜明:香料香精行业拥有涵盖合成、天然与生物技术制备的3500种原料库,生物经济应建立在这一现有产业基础之上;评价原料要兼顾性能、成本与环境影响的“全面综合评估”,同时行业亟需更统一的影响评价指标。其核心诉求是一句话:“Methodological clarity and smarter, risk-based regulation — not more caution — is what unlocks sustainable innovation.”(清晰的方法论,以及更科学、以风险为基础的监管模式,而非一味保守审慎,才能够推动可持续创新。)
中国路径同样清晰:从“十四五”(2020-2025年)出台首部生物经济专项规划,到“十五五”(2026-2030年)将生物制造列为突破性优先发展方向、重点发展生物基材料、打造产业放大落地中心,并配套工信部专项生物制造战略——欧盟与中国目标并行、路径各异,但都把生物基材料与生物化学品视为战略性增长市场。
落点回到行动:截至2026年1月26日,IFRA-IOFI可持续发展章程已有162家企业签署,其中亚太53家、欧洲72家、北美21家,中国8家(注:本次CAME又增加4家企业签署,达到12家)。章程为签约企业提供资料库、网络研讨会录像等服务,将可持续承诺转化为可操作的能力建设。
04 一点观察:两场演讲,给中国香妆行业带来了什么
两场演讲信息量极大,但回到中国行业语境,可以浓缩为三个关键词。
第一,标准共建。从“观察标准”到“塑造标准”,是Mohr博士眼中中国行业十年间最显著的变化。GB/T 22731收录IFRA标准、IFRA认证被纳入安全评估指南、52修订版征询中中方的深度参与,都是这一变化的注脚。对企业而言,出海竞争的本质正从“适应规则”转向“参与定规则”——尽早进入标准对话,就是为全球市场提前铺路。
第二,风险导向。全球监管的主旋律之争,是“危害导向”与“风险导向”之争。中国监管近期释放的“共享安全档案”等信号,正是一种减少重复、不降低保护的适度路径。对企业的启示是:安全评估能力本身就是出海的核心竞争力,谁能把科学证据讲清楚,谁就能在全球监管对话中占据主动。
第三,可持续叙事。天然原料出口占比超过合成原料、绿色化学与生物经济成为全球政策焦点——可持续已不是成本项,而是品牌进入全球市场的准入门槛与价值标签。中国12家企业已签署可持续发展章程,随着“十五五”生物制造战略推进,中国香妆在生物基原料与绿色认证上的动作,将成为国际舞台上的重要变量。
05 CAME专访:五个问题
Q1|标准实施与国内外法规深度对接
提问:过去两年,IFRA与CAFFCI已联合举办安全研讨会与可持续发展国际研讨会,并签署了备忘录;IFRA标准第52修订版的公众征询也于2026年8月刚刚结束。围绕标准实施与国内法规对接,双方计划推出哪些具体合作举措,以进一步推动GB/T 22731等中国国家标准与IFRA全球规则实现深度衔接?
Question:Over the past two years, IFRA and CAFFCI have jointly held safety seminars and international sustainability workshops, and signed a Memorandum of Understanding. The public consultation on the revised 52nd IFRA Standard was just closed in August 2026. What specific joint initiatives do both sides plan to roll out for standard implementation and alignment with domestic regulatory requirements, to further advance in-depth convergence between China’s national standards including GB/T 22731 and global IFRA rules?
Alex Mohr:The Memorandum of Understanding between the International Fragrance Association (IFRA) and the China Association of Fragrance, Flavor and Cosmetic Industries (CAFFCI) gives us a standing framework for exactly this work. The immediate priority following the close of the public consultation on the 52nd Amendment to the IFRA Standards is implementation support: technical briefings, joint training sessions and Chinese-language explanatory material so that companies of every size understand what the revised Standards require and why.
Alignment is the second track. IFRA Standards are derived from independent risk assessments conducted by the Research Institute for Fragrance Materials (RIFM) and reviewed by the Expert Panel for Fragrance Safety, and they apply to our members' products wherever those products are sold.
Where national standards such as GB/T 22731 are under revision, our role - working alongside CAFFCI and IFRA's China Working Group - is to make that underlying science available to standard-setters and to explain the methodology behind it. Convergence follows from shared science, not from parallel rulemaking.

Q2|中小企业服务平台与跨境合规路径
提问:本次论坛上提到,全球香精行业正面临监管碎片化的挑战——欧盟REACH、美国MoCRA与中国监管要求各不相同,合规与创新压力尤其集中在中型和小型企业;与此同时,亚太自2025年起已成为全球香精行业直接就业规模最大的区域。针对这一背景,IFRA与CAFFCI计划搭建哪些针对性服务平台,帮助中国香精中小企业降低跨境合规成本、打开进入全球市场的标准化通道?
Question:It was mentioned in this session that the global fragrance industry is now confronted with fragmented regulation. Regulatory requirements under EU REACH, the U.S. MoCRA and Chinese rules differ from one another, placing notable pressure especially on small? and medium?sized enterprises in terms of compliance and innovation. Meanwhile, Asia?Pacific has become the region with the largest direct?employment footprint in the global fragrance industry since 2025. What targeted service platforms do IFRA and CAFFCI intend to establish to help domestic fragrance SMEs in particular cut cross?border compliance costs and open up standardized pathways to global markets?
Alex Mohr:Small and medium-sized enterprises are not a side concern for IFRA - our 22 national associations across 24 countries represent hundreds of them, and the compliance burden of regulatory fragmentation falls on them hardest.
The most useful thing we can do is practical and unglamorous: shared compliance tools and guidance, regulatory monitoring through IFRA's Asia-Pacific network and the China Working Group, and training so that a smaller company can demonstrate conformity once rather than rebuild a dossier for every market. The IFRA Standards and the IFRA Transparency List, which now documents around 3,500 fragrance ingredients, already function as a common reference point recognized across markets.
Alongside that, IFRA continues to argue in international fora for risk-based, science-driven regulation. Convergence at the regulatory level is ultimately what lowers costs; service platforms mitigate fragmentation, they do not cure it.

Q3|可持续发展框架、绿色原料认证与新安全评估技术
提问:2024年,天然香料出口占比已超过合成原料;行业正在推进全新评估技术(NAM)以减少动物实验;多家中国企业也已签署IFRA-IOFI可持续发展宪章。围绕香料香精行业可持续发展框架的建设、绿色原料认证的推广以及新安全评估技术的落地,双方规划了哪些行业层面的联合实践项目?
Question:Exports of natural fragrance raw materials overtook synthetic counterparts in share back in 2024. The industry is also advancing new NAMs alternative assessment technologies to reduce animal testing, and multiple Chinese companies have signed the IFRA?IOFI Sustainability Charter. What industry?wide joint practical projects have been planned by both sides regarding the development of fragrance sustainability frameworks, promotion of green raw?material certification, and implementation of new safety?assessment technologies?
Alex Mohr:On sustainability, the anchor is the IFRA-IOFI Sustainability Charter, which more than 160 companies worldwide have now signed, and the Green Chemistry Compass, our practical guide to embedding green chemistry principles in manufacturing. With CAFFCI we plan further workshops to support Chinese signatories in reporting against the Charter's focus areas, beginning with responsible sourcing.
A word of caution on naturals. A shift toward natural or bio-based feedstocks does not automatically produce a more sustainable ingredient; agricultural practice, land use, resource inputs and processing all matter, and each material has to be assessed on its own evidence. Credible certification has to rest on that case-by-case logic rather than on a natural-versus-synthetic shorthand.
On safety science, IFRA strongly supports the move toward New Approach Methodologies and next-generation risk assessment.

提问:2025年11月,国家药监局释放政策信号,允许同品牌相似配方的产品共用安全档案,并呼吁更深度的国际标准对接。与此同时,全球层面仍面临欧盟危害导向分类、跨区域监管碎片化等挑战。IFRA将如何借助CAFFCI的本土利益相关方网络,建立国内监管机构与全球香料香精行业的常态化对话机制,推动中国加香消费品的全球流通?
Question:In November 2025, the NMPA issued policy signals allowing shared safety dossiers for products with similar formulations under the same brand and calling for deeper alignment with international standards. Nevertheless, the global community is facing challenges including EU hazard?based classification and cross?regional regulatory fragmentation. How will IFRA leverage CAFFCI’s local stakeholder network to foster a regular dialogue mechanism between domestic regulatory authorities and the global fragrance industry, and facilitate the global circulation of Chinese fragrance?containing consumer goods?
Alex Mohr:We note the direction of the November 2025 signals from the National Medical Products Administration, in particular the openness to shared safety dossiers for similar formulations under the same brand. That is a proportionate, science-led approach, and it is the kind of measure that reduces duplication without reducing consumer protection.
On fragmentation, IFRA's position is consistent in every jurisdiction: regulation should be based on risk, not hazard alone. Hazard-based classification removes safe, well-characterized ingredients from the palette without a corresponding gain in consumer protection, and it is the single largest obstacle to the global circulation of fragranced goods, wherever they are made.

Question:You have attended CAME on many occasions and witnessed the full journey of IFRA?CAFFCI cooperation from joint seminars to the signing of the Memorandum of Understanding. Compared with previous conferences, what do you see as the most remarkable change in the standardization and internationalization of China’s fragrance and flavour industry? Building on existing cooperation foundations, what flagship joint project do you believe deserves top?priority investment from both parties going forward?
Alex Mohr:The most striking change is that China has moved from observing international standards to helping shape them. A decade ago the conversation was largely about transposition. Today Chinese scientists, companies and standard-setters are contributing data and argument to global discussions, and the industry's engagement with safety science is genuinely peer-level.
The maturing of CAFFCI as a technical counterpart has been central to that shift, and that the succession of joint seminars culminating in the Memorandum of Understanding reflects a relationship that is now cultural rather than occasional.
If one project deserves priority investment, it is a permanent joint technical platform on safety assessment - combining NAMs capacity building, shared ingredient data and a standing channel to Chinese regulators. Standards convergence, lower compliance costs and market access all flow from that single foundation.
